While you are free to create in-universe NPCs for use in threads, please do not use the NPCs listed here outside of mod-coordinated threads!

NRL Scientists
Shigure Time Surge Specialist and Unofficial Spokesman
The unofficial spokesman of the NRL scientists, and the one who speaks to new refugees at orientation at the beginning of each month. He has a shy, gentle personality. He doesn't actually need glasses, but wears them to try and appear older than he look. This is because, like many people in Nippon, he is mentally older than his physical appearance due to the timeloops, claiming to be in his mid-20s while physically being only 16.
Shizuko Head of Psychiatry
The head of the NRL's psychiatry department, who every refugee would have briefly spoken to while being screened for psychological trauma upon arrival. While gentle with patients, she's known for being quite stern. Character experiencing mental health issues are encouraged to reach out to her team for support.
Goro Kizuna Specialist and Weapons Fanatic
Appearing as a child no more than 10, with the voice of 50 year-old chain smoker, Goro experienced 8 years worth of loops prior to the end of the time loop. Shortly after, he volunteered for an experiment that would have allowed him to safely remember every single loop. It's believed he has vague memories of up to 50 years worth of loops. Although he is not very open about it, he was originally a refugee from the Western Kingdom due to his Bakeneko Hanyo heritage. Characters who receive custom weapons from the NRL will receive them from him.
Eastern Kingdom
Tennō Karu Emperor of the Eastern Kingdom
A soft-spoken and somber man, rarely seen by the general public. Despite never directly interacting with the refugees, he is the NRL's biggest financial supporter and is believed to have been the first to suggest allowing those who awaken from the timeloops in their own worlds to reside in Tokyo. He has been struggling with an undisclosed illness since the end of the timeloop, and as a result, has made scant few appearances in public, even when planned. He seems to have a complicated relationship with the Western Emperor.
Tsuiraku Ninja Ninja clan of Chubu
A clan of ninja who live as thieves, stealing from wealthy travelers along the Kanagawa cable car. Despite this, they have a very rigid code of ethics, and have been known to rescue passengers who become stranded whenever a cable car becomes dislodged or stuck. It's thought this is why they only steal from those on the cable cars, both because these passengers tend to be very wealthy, and because it puts themselves in an equal amount of danger, as they must run along the cables, hundreds of feet in the air above a boiling lake.
Western Kingdom
Katsuragi no Mikoto Emperor of the Western Kingdom
An eccentric and friendly young man who has waited a very long time to assume the throne. His family is the current head of the Kitsune Clan, and he was chosen to ascend the throne due to his magical prowess. He is very interested in the refugees and is eager to learn both about their worlds and customs, perhaps due to having been raised abroad as a child, and no longer having the means of traveling otherwise, so long as international travel remains closed. He seems to have a complicated relationship with the Eastern Emperor.
Tama Kaibyo of Shikoku
The former leader of Shikoku, Tama appeared as an absurdly large cat with a two-pronged tail. Although common folk have been led to believe this is a trait unique to the royal family, in reality, the Kaibyo is fated to be possessed by the spirit of an ancient Nekomata named Maneki Neko upon ascending the throne. Maneki Neko was a cult leader responsible for Shikoku's curse, and due to the actions taken by the refugees in September '22, her whereabouts are unknown.
Takamagahara
Inari Okami God of the Harvest
One of the ancient gods who once called the land of Nippon home prior to ascending to the heavenly plains. Inari is bubbly and friendly, and is well know for their adoration of mortals. While most gods have chosen to move on from dwelling over human affairs, Inari remains dedicated to those who continue to worship them, and will offer assistance to any refugee who prays for it at the Fushimi Inari Shrine.

The one who will someday be responsible for causing the timeloop that broke the past, fifty years in the future. While she tends to be cryptic and not very helpful, she's clearly very well-informed about kizuna, the refugees and the time loops. After the first year following the refugees arrival looped, she made it her goal to assist the refugees as much as possible the second time around, to ensure the loop wouldn't happen again. If someone asks the scientists at the NRL about her, they'll look as though they've suddenly come down with a terrible headache, groan, and ask them not to worry about it.
